English and French
Publish each page in both languages and keep translations linked.

One page per language
Each language version is its own page, with its own address, linked to its translation. Each version is published on its own, so the French page can wait while the English one goes live, or the other way round.
The language switch
Visitors switch languages from the header. When a page has a published translation, they go straight to it; otherwise they go to the home page in the other language.
